A Message From The President

A safe and secure campus is essential to The Citadel's mission because education cannot take place unless cadets and Citadel Graduate School (CGS) students feel comfortable about their personal safety when they are on campus. The administration strives to create an environment where all can learn without fear of criminal activity.

At The Citadel, we have many procedures to enhance security. Guards at the entrance to the barracks limit access to that area and Public Safety patrols the campus at night. While these measures discourage trespassers, safety is primarily an individual and collective responsibility. Cadets, CGS students and all others on campus should be aware of their surroundings, lock their vehicles, put valuables in a safe place and look after each other. By remaining vigilant and reporting any suspicious activity to Public Safety, you can be an active participant in making our campus safe.

Please carefully consider the recommendations in this publication and work with Citadel Public Safety to help make The Citadel a safe and secure center of learning.

The Citadel Department of Public Safety prepares this report to comply with the Jeanne Clery Disclosure of Campus Security Policy and Crime Statistics Act. Information for this report is provided by and with the cooperation of local law enforcement agencies surrounding our main campus and alternate sites, Members of the Sexual Assault Prevention and Response Council. This is an organization made up of members from leadership positons at The Citadel.

Campus crime, arrest and referral statistics include those reported to The Citadel Department of Public Safety, designated campus officials (including but not limited to directors, deans, department heads, designated SARC staff, advisors to sutdents/student organizations, athletic coaches, and local law enforcement agencies. Counseling and Psychological Services staff inform their clients of the procedures to report crime to campus police on a voluntary or confidential basis, should they feel it is in the best interest of the client. A procedure is in place to anonymously capture crime statistics disclosed confidentially during such a session.

Every year an e-mail notification will be made to all enrolled students providing the web site to access this report. Faculty and staff will receive similar notification via e-mail. Copies of the report may also be obtained at The Citadel Department of Public Safety located at Lesesne Gate, The Citadel Graduate College, the Registrars Office (both located in Bond Hall) and the Commandant of Cadet's office (located in Jenkins Hall).

SAFETY AND SECURITY ON CAMPUS:

    When asked to describe The Citadel, The Military College of South Carolina, most of us focus on the Corps of Cadets or the physical appearance of the campus in our reply.  From a safety and security viewpoint, however, the college can be compared to a small community of some 2,500 permanent residents (cadets, faculty, and staff living on campus) whose numbers swell to approximately 5,000 during weekdays with the arrival additional faculty, staff, evening and day students.

    The Citadel community must be provided with a safe and secure environment in which to work and live.  This writing informs you of the college's current atmosphere and suggests ways for each of us to improve safety and security for ourselves and others on campus.  As an example of our concern for your safety is the addition of a campus wide 811 system.  Our buildings are identified within the system and the following indicates where our pay telephones are located.

    Statistically, campuses are generally safer places to be than in the cities and towns surrounding them.  This fact is especially true on The Citadel's campus for reasons pointed out elsewhere in this writing.

    However, we cannot be complacent or take the security of our people and belongings for granted.  The price of security is measured in our personal vigilance and intolerance for criminal acts or behavior.  Each of us must take the responsibility to safeguard property, to detect and report crimes, and to be aware of and question any suspicious activity.

Timely Warnings:

In the event that a situation arises, either on or off campus, that, in the judgment of the Chief of Campus Police, constitutes an ongoing or continuing threat, a campus wide "timely warning" will be issued. The warning will be issued through the college e-mail system to students, faculty, staff and the campus' student newspaper, The Brigadier.

Depending on the particular circumstances of the crime, expecially in all situations that could pose an immediate threat to the community and individuals, the Office of Public Safety may also post a notice on the campus wide electrinic bulletin board on the University Police web site at "http://www.citadel.edu/publicsafety/index.html", providing the college community with more immediate notification. Anyone with information warranting a timely warning should report the circumstancews to Public Safety, by phone (953-5114) or in person at our office at Lesesne Gate at the intersection of Lee Avenue and Elmwood street.

THE CITADEL DEPARTMENT OF PUBLIC SAFETY
HERE TO PROTECT YOU AND YOURS:

    Our Public Safety's mission statement mandates that officers "ensure the safety and security of all persons and property on The Citadel's campus".  Police Officers are committed and dedicated to ensure it occurs.  All are graduates of the South Carolina Criminal Justice Academy and are state commissioned law enforcement officers operating under the authority and supervision of the State Law Enforcement Division (SLED) with jurisdiction both on and off campus for incidents occurring on Citadel property. If minor offenses involving College rules and regulations are committed by students the campus police may also refer the individual to the disciplinary division in The Commandant's Department.

    In addition to their initial certification, the officers are required to maintain proficiency in firearms qualification, legal matters, emergency driving, and other police skills.  They receive training on a monthly basis.

Public Safety personnel work closely with local, state, and federal police agencies and have direct communication with the City Police Department. We are also a part of the Charleston County 911 Emergency System.

   CRIME REPORTING:

   Our campus Department of Public Safety enjoys an excellent rapport with other police departments in the immediate area.  The telephone numbers of these agencies are listed below for your information.  If an incident takes place off campus, it should be reported to the appropriate police agency.  Should you have a question regarding an off campus incident, call the campus police at 953-5114

Confidential Reporting Procedures:

If your are the victim of a crime and do not wish to pursue action within The Citadel's system or the criminal justice system, you may still want to consider making a confidential report. With your permission, the Chief or a designee of The Citaddel's Department of Public Safety can file a report on the details of the incident without revealing your identity. The prupose of a confidential report is to comply with your wish to keep the matter confidential, while taking steps to ensure the future safety of yourself, fellow students and employees. With this type of information, The Citadel can keep an accurate record of the number of incidents involving students, determine where there is a pettern of crime with regard to a particular location, method, or assailant, and alert the campus community to potential danger. Reports filed in this manner are counted and disclosed in the annual crime statistics for the institution.

If you are a witness to any crime report it immediately to the police. Because police reports are public records unter state law, The Citadel's Police Department cannot hold reports of crime in confidence. Confidential reports for purposes of inclusion in the annual disclosure of crime statistics can generally be made to other individuals who are members of the SARC. Confidential reports of crime may also be made to the local Crime Stoppers (554-1111).

JUST HOW SECURE IS THE CITADEL CAMPUS?

   From a physical security viewpoint, the college is far more secure than the average college or university.  Our 130 acre campus is surrounded by a chain link fence and entrance gates.  Traffic and access to the campus are controlled from late evening to early morning.

  Shrubbery on the main campus is neatly trimmed and maintained.  Walkways are illuminated.  Public Safety officers provide security escorts when requested for staff members, students, and faculty during late hours.  Twentw six people requested this service in 2007. At least one armed and certified Public Safety officer is on patrol at all times.

   In spite of our efforts, however, we have some crime on campus, mostly thefts.  These thefts are usually what police refer to as "petty larceny involving unsecured property" or "targets of opportunity."

   What all this means is simple.  If the stolen item had been properly secured, it would not have been taken.  The thief simply saw something he or she wanted and took it.

  In 2007 we had 04 thefts reported in the cadet barracks.  A total of $1,209.00 in cash and goods were reported stolen in these incidents.  Unfortunately, items were not secured properly nor, were they marked with the National Crime Information Center Number as mentioned later in this pamphlet. In spite of this our department was able to recover and return property valued at $4,135..00 to the owners.

   An additional 12 thefts, elsewhere, involving high tech equipment such as computers and stereo equipment in addition to small items totaled $4,478.00. From these incidents property valued at $2,882.00 was recovered and returned to the owners.

   How secure is our campus?  The Citadel has one of the most secure campuses of any state college or university in the country.  The primary reason for our low incidence of crime is the attitude of our students, faculty and staff toward criminal activity.  Crime is simply not tolerated within The Citadel community.  Additionally, the Honor Code of the Corps of Cadets states, "A Cadet does not lie, cheat, or steal nor, tolerate those who do."  This standard permeates the campus.  Criminal activity, when discovered on campus, is reported and an appropriate response in initiated.  Every member of our campus community is encouraged to maintain vigilance against lawbreakers.

   The Citadel policy regarding criminal offenders is to arrest and prosecute through the Solicitor's or Magistrate's office.

CRIME STATISTICS:

The following statistics indicate the number of crimes and arrests occurring on campus and in the community bordering the campus during the past three years.  These statistics are maintained in accordance with the Federal Crime Awareness and Campus Security Act of 1990. Incidents of off campus crime is reported if they occur on street5s bordering The Citadel. Crimes required to be reported were researched and none were found as The Citadel is bordered on the west by the Ashley River, Dunnamann Street on the north, Hampton Park and Elmwood Avenue on the east and Huger and hagood avenues on the south.

CRIME PREVENTION - REPORTING CRIMES:

   Each member of The Citadel Community (student, facility, staff or campus resident) is responsible for reporting suspicious or criminal activity or incidents.  Individuals are encouraged to report incidents promptly by, dialing the area's emergency number at 811 or the campus police at 953-5114.  These emergency numbers are prominently displayed throughout the campus.  Remember to dial 9 before dialing 911 when using a campus telephone.  All reported incidents will be investigated and when appropriate, passed on to SLED for inclusion in the National Incident Based Reporting Systems (NIBRS) of the FBI.

   From time to time, all members of the community will be asked to participate in specific crime prevention and safety programs sponsored by the Department of Public Safety.  These programs includes the registration of bicycles, safe rides to campus when drivers are impaired, wearing of seat belts, and engraving of valuable items with a Citadel personal identification number.

SECURITY AWARNESS PROGRAMS:

During orientation in September for students and at the first of every month for new employees, information of services offiered by The Citadel Deparment of Public Safety is presented. This briefing includes ways to maintain personal safety and campus security measures. Students are told about crime on-campus and in surrounding neighbor-hoods. Similar information is presented to new employees. When time is of the essence, informaiton is released to the college community through security alerts posted on the public safety web page, and through computer memos sent over the university's electronic mail system.

MARK VALUABLES FOREVER WITH PROJECT ID:

   All members of The Citadel community can (and should) mark their valuables with The Citadel NCIC (National Crime Information Center) number: SCO-101100, followed by their Citadel assigned number (Cit #).  Once marked, such an item can be identified when recovered.  Engravers are available for loan at the Public Safety office at Lesesne Gate.  Contact Public Safety at 3-5114 for additional information and assistance.

THE CITADEL POLICY ON SEXUAL ASSAULT:

   The Corps of Cadets is a coeducational facility. We have women employees in faculty and staff positions as well.  Our Evening College program is comprised of 75% women.  Consequently, we are extremely concerned for the safety and security of all of our student and employee population.  Should an offense occur on this campus, the victim will notify the Department of Public Safety at 953-5114.  An investigation will follow, and every effort made to protect the person and the evidence.  Furthermore, the college believes education is critical to reducing the likelihood of sexual assault on campus, and training in this area is an important component of consultant at the City of Charleston Police Department to insure the victim is afforded the most professional and considerate treatment.  Physical security surveys are conducted as necessary to insure each parking area is well lighted.  Our officers are always available, day and night, to assist all of our campus personnel in traversing the campus safety.

COUNSELING CENTER:

    Our Citadel Counseling Center (telephone 953-6799) is available to provide direct, professional, and confidential counseling services and psychotheropy to currently enrolled cadets and students enrolled in the Citadel Graduate School studies. It is also available for those persons experiencing sexual harassment, sexual assault, and alcohol or drug related problems. The Counseling Center is located at 203 Richardson Avenue on The Citadel. Other areas on campus providing assistance are the Infirmary Staff/ Medical Director, and Director of Religious Activities. Employees of The Citadel may seek counseling through the programs adminsitered through the state personnel system and through the Charleston County Substance Abuse Commission.

THE CITADEL POLICY ON DRUG AND ALCOHOL ABUSE:

   The following facts are provided by your Public Safety office, not to intimidate, but to inform you of the seriousness of abuse and the consequences.  S.C. Statutes state it is unlawful to possess, use, distribute, manufacture, or dispense controlled substances or illicit drugs and alcohol.  If an offense is a misdemeanor or a felony, the penalty could range from two years in jail and $5000,00 in fines to four years and / or $10,000 in fines for controlled substances.  For manufacturing, distributing, and possession with intent to distribute, the penalties are from 15 years in jail and /or $25,000 in fines to 30 years in jail and /or $50,000 in fines.  Simply stated, The unlawful possession, use, or distribution of illicit drugs and alcohol by students on Citadel property or as part of its activities is strictly prohibited.  The policy of "Zero Tolerance" is one of the most preeminent among the nations colleges and universities.

THE COST OF DRIVING UNDER THE INFLUENCE (D.U.I.):

   Possibly no three letters of the alphabet can create more concern than "DUI" (Driving Under the Influence).  In addition to the possible loss of driving privileges, a student faces administrative disciplinary actions up to  and including dismissal from the college.  Parents may also face the considerable expense associated with an arrest of a student for driving under the influence of drugs or alcohol.  How considerable?  Assuming the student has no points or violations against his or her driving record, a single conviction for DUI (with no accident involved) may raise insurance premiums $11,181.39!  This cost, which doesn't even include fined, tuition for a mandatory driving school, or lawyer fees is a high price to pay for a moment of thoughtlessness.

DRIVING SAFELY ON CAMPUS:

The Citadel enjoys a very low vehicle accident rate.  Most of our drivers are careful and obey traffic laws.  The speed limit is 20 MPH unless otherwise posted (10 MPH in the housing areas) and is enforced by The Citadel's Public Safety Officers.

Seat belts (when worn) do save lives and , additionally, wearing them IS the law under Statute 56-5-6520.  The driver and every occupant of a motor vehicle, when it is being operated on the public streets and highways of the State shall wear a fastened safety belt which complies with all provisions of the federal law for their use.  The driver is charged with the responsibility of requiring each occupant over six and under seventeen years of age to wear a safety belt.  There is still room for improvement so please do your part.

PARKING AT THE CITADEL:

Parking space is at a premium on our small campus.  The college has approximately 1,000 parking spaces on campus.  Roughly 700 of these spaces are reserved 24 hours a day for cadets.  the remaining spaces are allocated in reserved lots for faculty, staff, visitors, day students and evening students. A parking decal is required for everyone other than a bona fide visitor.  One of the ways the officers get to meet the student body they serve is through the issuance of more than 2,000 parking decals to cadets, faculty and staff  and more than 1200 evening student decals.

PARKING TICKETS:

Parking violators are issued a Citadel parking citation and monies paid go to The Citadel's General Fund.  These citations may be appealed through The Citadel Department of Public Safety.  Vehicles of repeat violators and those constituting a safety hazard may be towed at the owner's expense and risk.  A total of 3,093 parking citations were issued during the 2007 calendar year.  Of these, cadets / graduate and under graduate students were issued 1,956.  Of the individuals who appealed their tickets, 565 were conceded.  572  of the citations issued were to Faculty/Staff or visitors.  Several out-of-state vehicles received numerous citations and were towed and impounded by the The Citadel Department of Public Safety to insure fines were collected. Almost all of the tickets issued to students last year were for failure to park in the assigned space or failure to properly display the issued decal/parking tag.  Such violations can easily be avoided by parking in the he appropriate space and/or proper display of the parking decal.  An individual who finds a space blocked should immediately report the violation to Public Safety.  The officer on duty will issue a temporary parking pass and assign an alternate space until the assigned space is available.  Additional time is given to cadets who find their spaces blacked when returning to campus immediately before curfew so they can get a temporary pass from Public Safety.

Public Safety and The Citadel locksmith are available to assist persons who inadvertently lock themselves out of their cars.  Additionally, Public Safety assists those motorists whose vehicle battery dies.  There is no charge for these services. This past year Public Safety responded to 1,342

additional requests for assistance renging from giving directions to lost visitors in the Charlesotn area to changing flat tires.
