Brian Fuller

Brian A. Fuller is the Executive Director for the Center of Intelligence Research, Analysis and Training (CIRAT), working as the School’s OSINT Subject Matter Expert, and liaising with all academic and vendor partners. He assumed this position in December 2019. Fuller supports all operations related to the Office of Strategic Initiatives, while also working as an adjunct professor for the Intelligence Studies Department. Previously, he served as a Senior Open-Source Intelligence (OSINT) instructor for the Department of the Army’s OSINT Office. He was charged with instructing and coordinating the Army’s OSINT training program for the Midwest and Rocky Mountain regions. He trained Army intelligence professionals at the
strategic, tactical, and special operations levels. In addition, he managed the program’s training curriculum, personnel, financial and administrative affairs while participating as a subject matter expert in the intelligence communities’ OSINT program and operational development working groups, ensuring the continued growth of the discipline and associated tradecraft and technologies.
Fuller is a retired U.S. Army First Sergeant. He served honorably for 24 years as a Military Intelligence Senior Non-commissioned Officer, All-Source Intelligence Analyst, Senior Counterintelligence Analyst and Targeteer, Horizontal Engineer, and Urban Search and Rescue Technician. He also held joint assignments supporting Theater level strategic operations in the Middle East, Germany, and the Korean Peninsula.
Over the years, his leadership and operational assignments have taken him to more than two dozen countries, including Iraq, Kuwait, Jordan, Saudi Arabia, South Korea, Kosovo, Bosnia, Germany, France, and Italy.
Fuller earned his degree in Intelligence Operations from Cochise University. He is working towards his Master of Science in Applied Intelligence.
He serves as a member of the Military Intelligence Corps Association, Knowlton award recipients, the Military Order of the Purple Heart, and the Non-commissioned Officer Association. Fuller is also a founding member of the OSINT Foundation, member of the Security and Competitive Intelligence Professionals, and a certified Geopolitical analyst with
Recorded Future.
Fuller is married to the former Nicole M. Archer of North East, PA, and they reside with their three children, Seth, Mya, and Colton, in North East, PA.
Fuller serves his community as a Little League Travel baseball and club football coach, as the Commander for the NWPA Military Order of the Purple Heart Association Chapter 197, for which he is also a registered member, and serves on the board for the Erie Council of Military Monuments. He proudly serves on the Board of Directors for the Melon Heritage Foundation Veteran Outreach and Wellness Center (MVOC). Fuller is also the Staff Judge Advocate for the Pennsylvania State Chapter of the Military Order of the Purple Heart.
