Julie Jasper
QinetiQ
Julie Jasper is a Senior Principal at QinetiQ US, where she plays a pivotal role in enhancing the Intelligence Community’s open-source intelligence (OSINT) mission. In this capacity, she supports IC OSINT subcommittees and develops processes to aid the integration of advanced technologies into the OSINT toolset, as well as the assessment of data to be acquired and shared across the IC.
As a strategic advisor with extensive expertise in national security, Ms. Jasper specializes in organizational design, process governance, and business practices. Her experience spans supporting the Intelligence Community, the Department of Defense and civilian government agencies.
Before joining QinetiQ US, Ms. Jasper served in advisory roles for notable companies such as SAIC, Peraton, PwC and ANSER. She led transformation efforts in science and technology innovation investment practices, authored strategic governance documents, improved business practices and integrated industry tools for portfolio and knowledge management. Ms. Jasper began her career in process design and operational excellence, focusing on arms control. As a treaty expert, she devised plans for inspections and de-risking corporate IP exposure within the legal application of multiple treaty inspection regimes by foreign adversaries. She also developed the initial counterproliferation plan for the Joint Staff.
A certified Innovation Strategist, Ms. Jasper holds a Master’s degree in International Affairs with a Certificate of Concentration in Security Studies from the University of Pittsburgh and a Bachelor’s degree in History and Political Science from Bucknell University.
