Stephanie Dorsey

Ms. Stephanie Dorsey is a Senior Intelligence Service (SIS) officer at the Central Intelligence Agency (CIA) who is currently detailed to the Department of Homeland Security/Office of Intelligence and Analysis (DHS/I&A) as the Deputy Undersecretary for Collection at I&A. In this role, she is the most senior collection authority for I&A overseeing intelligence collection operations and programs. Representing I&A’s collection missions in IC and interagency fora, she is charged with leading the development, integration and oversight of I&A’s nationwide overt human intelligence (HUMINT), open source intelligence (OSINT), and technical collection (document and media exploitation, screening/vetting, targeting) operations, collection requirements management, and collection strategy and assessment. In conducting functional oversight of the collection mission, Ms. Dorsey leads a team of 100+ collection-focused personnel in the development and implementation of an overarching collection strategy for I&A and DHS components engaged in overt HUMINT, OSINT, and technical collection operations, the prioritization and coordination of collection across I&A, while ensuring appropriate legal, privacy, and civil liberties protections.
At CIA, Ms. Dorsey has extensive experience leading foreign intelligence collection and operations related to matters of key policymaker interest on counterproliferation, counterintelligence, Europe, the Middle East in addition to a focus on talent development. She has a proven record as an effective leader with the ability to work across organizational lines and create a cohesive culture. She approaches strategic challenges with a corporate mindset and has used her penchant for collaboration and her extensive network to help build and drive cultural change. She has gained a broad command of the IC through assignments in the DO, DA, CIMC, the Talent Center, the Defense Intelligence Agency, and the Department of Homeland Security.
Ms. Dorsey entered on duty with the CIA in May 2003 into the Directorate of Analysis, Weapons Intelligence, Proliferation, and Arms Control (WINPAC) and joined the DO in March 2005. Prior to joining CIA, she worked for six years as a Russian military analyst at the Defense Intelligence Agency. She was promoted to the Senior Intelligence Service in March 2021.
Ms. Dorsey is the recipient of the National Intelligence Award for her support to a key National Intelligence Estimate.
Ms. Dorsey is a Phi Beta Kappa graduate of the College of the Holy Cross in Worcester, MA, where she received her B.A. Cum Laude in Russian Area Studies in 1994. She earned her M.A. in Russian and East European Studies from the Elliott School of International Affairs at the George Washington University in Washington, DC in 1996. Ms. Dorsey received her coaching certification from the Institute for Professional Excellence in Coaching (iPEC) and is accredited as a Professional Certified Coach (PCC) with the International Coaching Federation.
