MMS Video Services
Multimedia Services offers limited video services for the faculty and staff of The Citadel. The services that we offer include digitizing or editing audio and video files, as long as it falls within the boundaries of the Fair Use Act and is used for furthering the academic standards of The Citadel. Multimedia Services also offers limited filming capabilities in order to provide the faculty and staff with an archival record of an event for later academic review and discussion.

The Fair Use Act
Multimedia Services strictly adheres to the guidelines set forth in the Fair Use Act, in Section 107 of the U.S. Copyright Act of 1976. If you have any questions as to whether or not your project is acceptable under the Fair Use Act, please contact us.
The U.S. Copyright Office is the ultimate resource for learning about the Fair Use Act. The Fair Use Index provides a searchable database for any court rulings on topics related to fair use
The Stanford University Libraries have put together a very comprehensive site about Copyright and the Fair Use Act. Also listed on the Stanford Law School site is a very clever video, called A Fair(y) Use Tale, that uses only snippets from Disney movies to describe the Fair Use Act.
The Copyright Advisory Office of Columbia University has an in-depth site on Copyright and the Fair Use Act geared towards the University’s community. The site is broken into different topics, and includes a section for faculty.
The Board of Regents of the University System of Georgia also has a great overview of Copyright and the Fair Use Act.
Digitizing Audio
- No copyrighted material will be digitized if it falls outside of the Educational Fair-Use Act guidelines.
- Only Citadel-related material will be digitized (lectures, PowerPoint clips, etc.).
- The patron must fill out the Digital Editing Request Form (PDF).
- The patron must bring the blank media for the final output.
- There is a minimum of 10 business days for project completion.
Services Available:
- Convert a CD to a digital file.
- Record live speech (no large groups – only one person at a time).
Digitizing Video
- No copyrighted material will be digitized if it falls outside of the Educational Fair-Use Act guidelines.
- Only Citadel-related material will be digitized (lectures, performances, guest speakers, special classes, debates, special events on campus, PowerPoint clips, etc.).
- The patron must fill out the Digital Editing Request Form (PDF).
- The patron must bring the blank media for the final output.
- There is a minimum of 10 business days for project completion.
Services Available:
- Convert a digital video file to a different digital video format.
Event Filming
MMS Filming Guidelines:
- No copyrighted material will be digitized if it falls outside of the Educational Fair-Use Act guidelines.
- Only on-campus, Citadel-related events will be filmed for the following reasons.
- Preservation/archival purposes to be used for later academic review and discussion.
- Example – to put on reserve in the library.
- Example – to put on a DVD to be shown in class.
- Example – to be posted to a Canvas course.
- Academic department Web sites to help support the educational initiatives at The Citadel.
- Example – to post to the requesting academic department’s Web site as an archive of the event.
- Example – to post to the requesting academic department’s Web site as an information video about an upcoming event.
- Preservation/archival purposes to be used for later academic review and discussion.
- Due to our limited resources, Multimedia Services does not have the capability to film any event that will later be broadcasted on tv or distributed for profit.
- A request to film an event that occurs during normal business hours, must be made at least one week in advance
- A request to film an event that occurs after normal business hours, must be made at least two weeks in advance.
- The requester will need to fill out and sign the Event Filming Request Form (PDF).
- There is a minimum of 15 business days for project completion.

Multimedia Services will only film these events if the completed projects are used for later academic review and discussion, or for academic departmental Web sites.
Multimedia Services is NOT the appropriate group to film these events if the requester intends to use the footage for a TV broadcast or to distribute the footage for profit.
