The vision of The Citadel’s Department of Public Safety (PSAF) through, modernization and imagination strives to set the trend for service to our campus community by example.
Our Mission
The mission of PSAF focuses on excellence, to provide leadership through example, innovation and creativity in an active, diverse and specialized organization. We strive to create a safe and secure environment for learning, living as well as recreational activities by dedicating ourselves to raising the level of preparedness to meet the needs of today and the challenges of tomorrow. The Department operates under the enforcement of laws, ordinances, rules, regulations and procedures promulgated by the state of South Carolina, The County and City of Charleston, and The Citadel. We pledge to sustain a working partnership with our campus community to improve quality of life for The Citadel community. We will accomplish our mission by providing proactive service and encouraging community awareness in support of the schools mission.
PSAF is also available to provide other public services upon request.
In addition, PSAF is responsible for initial management and coordination of all crisis management situations occurring on The Citadel’s property or otherwise under the jurisdiction of The Citadel.
PSAF realizes The Citadel community rates campus Law Enforcement performance based on three main criteria:
- Response time to call for service
- Officer/complainant interaction
- Satisfaction with the way an officer handles a call
Based on these three criteria PSAF has developed a set of simple values to guide our operations. These values guide in all decisions made and actions taken by members of The Citadel’s PSAF.

PSAF Police Authority
PSAF has statewide police authority to apprehend and arrest anyone involved in illegal acts on campus and in the immediate off campus vicinity. The department consists of a team of sixteen law enforcement officers, including a director, deputy, major, operations captain, law enforcement officers, community service officers, and cadet interns as well as a parking enforcement officer, as well as four shift supervisors and eight state patrol officers. All PSAF officers are state commissioned operating under the authority and supervision of the State Law Enforcement Division (SLED).
Cumulatively the PSAF Team represents 420 years of Law Enforcement experience bringing a diversity of knowledge to the department. Our officers represent a wide range of expertise such as investigating accidents, crime scene processing, criminal investigations, Radar and Lidar operation and fingerprinting to name just a few. In addition, many of our team members are retired military with vast years of supervisory experience gained from policing while on active duty.
